Position Summary:
The QoS Senior NOC Engineer ensures that mobile and fixed network operations within the country comply with RURA’s regulatory standards. This position is responsible for continuous monitoring of all telecom network operators’ technical performance to ensure high quality of service (QoS). This role has key responsibilities that include NOC operations management, continuous monitoring, conducting thorough compliance assessments, and contributing to the development and enforcement of regulatory frameworks. The role also involves analyzing performance data, engaging with key stakeholders, and ensuring mobile networks operate in line with the regulatory guidelines.
Responsibilities
Key Responsibilities:
- Oversee and monitor mobile and fixed networks' performance to ensure they comply with RURA’s regulations and technical standards, and the provision of high-quality and reliable services.
- Coordinate with Operators NOC engineering teams to establish efficient and always-on connectivity with RURA NOC remotely or by mirroring.
- Responsible for the network's continuous monitoring for the overall performance, availability, and quality of service, involving monitoring of operators' key nodes behavior, services behavior, and other strategic areas that require focused monitoring.
- Conduct periodic Operator performance Analysis using Key Performance Indicators (KPIs) as per the regulations in force and industry standards, including analyzing trends and identifying areas for improvement across technologies like 2G, 3G, 4G, 5G, FTTx, and other technologies on the market.
- Ensure the Regulator NOC systems are always functioning, updated, and work efficiently with Operators’ systems.
- Ensure that RURA has contracted third parties when necessary, in accordance with the Regulations in force.
- Coordinate operators' QoS activities to ensure efficient responses to critical interventions.
- Oversee Operators' critical interventions, including strategic locations, key events, conferences, and other large-scale gatherings.
- Oversee Operators' network improvement plans are timely implemented.
- Ensure effective systems integration for centralized monitoring.
- Manage vendor and Tools relationships and contracts to ensure the regulator monitoring tools are always well-maintained and calibrated.
Requirements
Person Specifications:
Education and Experience: Bachelor’s degree in Telecommunications, Electrical Engineering, or any other related field. a minimum of 3 years of experience in Telecommunications, network monitoring, or network management within the telecommunications industry.
Required Skills and Competencies
- Technical Expertise: Knowledge of mobile network technologies (2G, 3G, 4G, 5G, FTTx, and Wireless) and operational standards.
- Analytical Skills: Strong analytical skills to evaluate complex network data and identify areas for improvement in mobile network operations.
- Communication & Reporting: Excellent verbal and written communication skills to prepare detailed reports and present findings.
- Problem-Solving: Proactive and capable of addressing technical and regulatory issues.
- Project Management: Ability to manage regulatory compliance projects, including audits, inspections, and policy development.
- Collaboration & Stakeholder Management: Proven experience in working with internal teams, mobile network operators, and regulatory bodies.
