Job Description
A key leadership role responsible for providing strategic direction and oversight of corporate governance, administrative operations, and organizational development initiatives. Oversees the activities carried out in different divisions under the department. The incumbent is tasked with managing internal processes, resources, and relationships to ensure the efficient and effective functioning of RURA as a regulatory authority. The Head of Corporate Department serves as the chief budget manager, providing leadership in financial management, human resources, information systems, and internal control to safeguard RURA's assets. Additionally, this role involves collaboration with internal and external stakeholders for proper planning, budgeting, and execution and to promote transparency, accountability, and organizational excellence.
Responsibilities
Strategic Leadership:
- § Provide technical direction for the Corporate Department, aligning objectives with RURA's mission, values, and strategic priorities.
- § Develop and implement policies, procedures, guidelines and initiatives to enhance corporate governance, administrative efficiency, and organizational effectiveness.
Corporate Governance:
- § Ensure compliance with corporate governance principles, regulatory requirements, and best practices, fostering a culture of transparency, integrity, and ethical conduct.
- § Oversee the development and implementation of governance frameworks, risk management practices, and internal control mechanisms to mitigate risks and safeguard organizational assets.
Administrative Operations:
- § Manage administrative functions, including planning and budgeting, procurement, facilities management, and logistics, to support the day-to-day operations of RURA.
- § Develop and monitor annual budgets, financial plans, and expenditure controls, optimizing resource allocation and financial sustainability.
Human Resources Management:
- § Lead human resources management activities, including recruitment, talent development, performance management, and employee relations, to build a skilled and motivated workforce.
- § Establish HR polies, practices, and programs to promote employee engagement, diversity, equity, and inclusion, fostering a supportive and inclusive work environment.
Financial Management:
- § Manage financial operations, budgeting, and reporting for the institution.
- § Monitor expenditure, revenue, and financial performance against budgetary targets.
Risk Management
- § Identify, assess, and mitigate organizational risks and vulnerabilities.
- § Develop and implement risk management strategies and controls to safeguard RURA’s assets and reputation.
Information Systems Management:
- § Oversee the development, implementation, and maintenance of information systems, technology infrastructure, and data management processes to support organizational operations.
- § Ensure the security, reliability, and integrity of information systems and data assets, implementing cybersecurity measures and disaster recovery plans as needed.
Stakeholder Collaboration:
- § Collaborate with internal departments, regulatory bodies, government agencies, and external partners to promote collaboration, knowledge sharing, and mutual support.
- § Represent RURA in meeting, forums and negotiations with stakeholders, advocating for the interests of the organization and fostering positive relationships.
Organizational Development:
- § Identify opportunities for organizational improvement, innovation, and capacity building, implementing change management initiatives to drive continuous improvement and adaptability.
- § Foster a culture of learning, innovation, and excellence, encouraging professional development, knowledge sharing, and continuous learning among staff.
Requirements
Education and Experience:
- Minimum of a Master's degree in Business Administration, Public Administration, Finance, project management, Human Resources Management, Economics, Public policy, Law, Development Studies and Social Sciences.
- Minimum of 5 years of management experience in administrative operations.
- Having a professional qualification in ACCA/CPA/CFA is an added value.
Skills and Competencies
- Strong understanding of corporate governance principles, financial management practices, and regulatory compliance requirements.
- Excellent leadership, communication, and interpersonal skills, with the ability to build consensus, influence stakeholders, and drive organizational change.
- Proven ability to manage complex projects, budgets, and resources effectively, with a results-oriented approach to achieving strategic objectives.
- Sound knowledge of information systems, technology infrastructure, and data management principles, with experience in leveraging technology to enhance organizational performance.
- Commitment to integrity, transparency, and accountability in all aspects of corporate governance and administrative operations.
